Defining "Tolerance"

You are right Jack the (world) has re-defined the levels of tolerance as well. What is tolerable today in some circles is not tolerable in others. Tolerance from a design stand point is the limit for something to work properly. A tolerance allowed above that limit can create dangerous situations.
